All Industries while being set up give an undertaking to the State govt to employ 80% of their labor force to local people.

Ji Hua, you are completely wrong!
This clause is part of the undertaking that each industry gives to the state govt. This is not unique to Maharashtra, all states have such an undertaking.
Unskilled labor jobs should and must go to local people, else what use is the development?

one more thing 3 years back this kind of rule was planned and more than 100 companies gave in written that if this will pass they will take their company to a better place like gujrat or MP

If you look at the jobs which the people belonging to your state are doing in Mumbai. you will understand who is worth of what.Perhaps they are not getting to do this jobs in your state because you dont seem to be more concerned about clenliness. That is why there is so much cleanliness in your language also(You are socalled educated).Mny unskilled labor job when created in any state shall be given to the local people only.That is the natural law.There can be exchange of talents across the states.The industrialists of Mumbai are hiring the outsiders because, they can get them at less cost. And these outsider people can afford this because they can live in those standards(like slums etc). Infact these Industrialists are exploiting these people also. Also they are creating the atmosphere in the state whereby the local people will have either to ramain unemplyed or to live degraded in their own state. Hope this u understand if you have any sence.
