Make South India like North India, it is become way too prosperous! Only way to control South India's progress is by having Bharat Jalao Party at the helm, they will implement their tried and tested policies from UP, Rajasthan, Gujrat, etc.

I have an immediate solution to resolve the Cauvery dispute between TN and Karnataka.
Make KGN Schinde the CM of Karnataka and Rajnikant as CM of Tamil Nadu. And the long Cauvery dispute erupting between the states will be solved once for all. Ask how?
KGN Schinde and Rajni both are Marathis by origin and hence problem will be sorted within one night. How u find superb idea?
