Chief Secretary L.K. Tripathy asserted here on Tuesday that Karnataka had no locus standi to oppose the Hogenakkal drinking water supply scheme as Tamil Nadu was implementing it based on a %u2018no objection certificate%u2019 given by the Centre. He told reporters that the NOC was issued by the Centre on September 21, 1998 after convening a meeting of both the States on June 29, 1998. At the meeting, Tamil Nadu and Karnataka had agreed not to object to drinking water supply schemes as long as the State concerned utilised water from its allocated share. Tracing the project%u2019s history, Mr. Tripathy said on April 24, 1998, the then Karnataka Chief Minister J.H. Patel wrote to the Centre stating that Tamil Nadu should not have objection to the Bangalore water supply scheme as long as it was utilising the Cauvery water from its allocated share. (This was in response to the Tamil Nadu%u2019s objection to the Karnataka%u2019s move to utilise the Cauvery water for supplying drinking water to Bangalore city.) The Union Ministry of Water Resources then convened a meeting of the States on June 29, 1998. The Chief Secretary of Karnataka and Tamil Nadu%u2019s Special Secretary of the PWD represented their States. After the meeting, the Union Ministry said according to the national water policy, highest priority should be given to drinking water supply schemes. So the Bangalore and Hogenakkal schemes should be considered. Subsequently, on September 21, 1998, the Union Minist

Subsequently, on September 21, 1998, the Union Ministry cleared the Hogenakkal scheme after taking into consideration all the views of the governments concerned and policies on such matters.
The Ministry stated it would have no objection to Tamil Nadu utilising Cauvery water from its allocation to the project. %u201CIf the Government of Tamil Nadu withdraws its objection to the Bangalore water supply scheme, Karnataka would also abide by conditions laid down by the Union Ministry for the Hogenakkal scheme.%u201D
The Chief Secretary said the argument that Karnataka had put forth for the Bangalore water supply should hold good for the Hogenakkal scheme, too.
As Tamil Nadu was going to use water from its allocated share there should not be any objection from Karnataka.
Mr. Tripathy said the project site was on the left bank of the border, %u201Cwhich is well within Tamil Nadu. The question of straying into Karnataka does not arise.%u201D The State was in constant touch with Karnataka in this connection.
I have never seen a politician like Mr. Karunanidhi. He first questions the existance of Ram and now makes open statements against Kannadigas. I am not the one to jump on to the Kannada- Tamil hate bandwagon, but just would like to tell you people that its because of immature people like Karunanidhi that we have most of the problems, not that we do not have such people in Ktaka. But ultimately it boils down to provocation. When these politicians make provocative statements, the politicians in other states are justy waiting for such opportuntiy to jump on it.
So people be wise. If there is a problem, it will take time to resolve. Till then lets observe restrain amog ourselves.

Yes agreed Karunanidhi is crooked but it does not justify persecuting 65% Tamils who do not support him. By the way I have heard that he speaks Telugu and Jayalalitha is a Kannadiga :) Their favourite actor is a Maratha [ Rajinikanth the friend of Karnatka and Rajkumar ]
It is unbelievable that Indians willing to beat other fellow Indians at any cost. Educated person doesn't mean that the 'capability to write in english', but also means making an informed decision.
I agree in this particular issue either Karnataka or Tamilnadu may be wrong, or both wrong, or both right. Why cant we just stick to the issue and talk about it like decent people do. If this is what future India is, then God save our country!
Every state has it's own problem and Tamilnadu is no exception, but I am ready for a public debate without hurting any other language or culture of India and you will sure come out with better opinion about Tamilnadu at the end. Most of the other indians are bitter because we still speak Tamil. If you don't understand any of the links that I sent, then get over it as you go as you might have to drop your kid to a 'French class' or a 'salsa lesson' ;). Because we are still slaves to other cultures and our own culture, but never have any respect to the culture within our country no matter what the rest of the world thinks! What a bunch of cowherds we are!!
