I do not think that India should approve the US nuclear deal with India. The Indian Negotiating team did not do their job properly in the manner the US Team did. The Hyde Act rules over the 123 Agreement as national laws of each country come into play. First it was Australia, who started telling the world that they were ready to sell fuel to India, then came China telling they had some opportunity in the deal, and now Japan's cooperation on nuclear matter is under active discussion.
Everyone is saying that, but there is not enough scope for accommodating them in the deal we are going to sign. At least not now. The Lion's share will always be of the US's. Once they sell a dozen of reactors, there will be some scope for others. That too if the Lion so considers.
