First off, why our Indian Army is not using encrypted and signed emails? Secondly, they are noticing China and others only now? With all the conspiracy theories out on the Internet, there are many other countries interested in covertly gaining information about other countries, even 3rd world country like India. Ever think about the great innovation of GPS and who owns it? and to think that almost every Indian owns a cell phone in their family, which is GPS enabled. How difficult would it be for US army, navy, CIA to track down a key Govt or amry/navy official to his/her position?
For another example, are we really policing our visitors? How easy it is for an American to get a visa and land in India without his/her back ground being checked.
If we as a Nation have to survive in the midst of US/China/Pakistan/Japan, we need to be more intelligent than our enemy. We should know about it, as one of the earliest documents which talk about covert operations was written in India, Arthashastra.

As for this story, i really doubt if chinese have to waste their bandwith for downloading such stuff, they have their representative office, chinese party in india (CPI) to copy DVD's and post them back.

Its indeed a matter of worry for our nation that our top Army secrets are leaking out. As it is we have enough problems of terrorism and brder related issues and top of it these Chinese also have appeared from the blue. Now what problem do they have or their desire of conquering India in 1971 failed thats why they want to attempt again. But let them know that by hacking into our secrets will not make them successful we Indians will shed our last drop of blood but wont let them to rule our lives. Let them be aware.

We definitely need to beef up our divisional strength and intelligence in the Eastern states by a factor of 3.

i agree with you vishu,and also know that govt will not take any measure to strength eastern base,they are interested holding to seats of power, nothing else. all of us bound to face consequences of their(GOVT) negligence.
China is always major treat for India and other democracies like United States, Japan. China can not be a friend of India. China is helping Pakistan against us. Same way we have to help Taiwan against them. Chinese are occupied Tibet. Now, we have to take U turn in our foreign policy. We need shake hand with US and its NATO allies. We also need to support Tibet for their freedom straggle nevertheless we have to take step for merger of Tibet in our democratic republic.
