It is not quite correct to say that it is a terrorist attack! A terrorist attack will not have a specific person/s as target. The target will be an amorphous group of innocent individuals. Here there is a specific target i.e Ms. Bhutto. Hence it is an assassination attempt gone awry. The innocent people dying around the specific target is a fallout of that attempt.
