First of all, I thanks Shailesh Ji for this encouraging article. One should understand that success neither comes overnight nor alone.
So far public authorities are concerned, most of them are still unaware of RTIA-2005. One very recent incident is when a DSP-cum-CPIO/South, Chandigarh Police (DSP K.I.P. Singh)refused to take copy of appeal to CIC. He simply refused by saying that he does not have any such information to recieve copy. Whereas, it has been made mandatory by CIC to serve one copy of appeal to CPIO before submitting same to CIC.
Through this banner, I request CIC and other functionaries of RTIA-2005 to first make public authorities completely aware of RTIA-2005; otherwise, every RTI application will ultimately go to CIC or respective state commissioners. There should be some penalty or disciplinary action on FAAs (First appellate authority) too. Generally, since the FAA is senior officer of CPIO, he will go by CPIO opinions only.
I wish RTIA-2005 huge success, and it is "we" people of India who can bring this success.

Duty is cast on the first Appellate Authority to apply his mind properly and not go by the opinion/decision of CPIO. This will greatly reduce the workload of the CIC
