IN THE NAME OF DEMOCRASY THESE STUPIDS ARE MANIPULATING EACH AND EVERY PROJECTS WITH THE HELP OF CURROPTED BUEROCRATS AND STEALING THE PUBLIC FUNDS. THE IFORMATION GIVEN BY THE KEALA GOVERNMENT REGARDING THE TRANSFER OF A COMMITTED DISTRICT COLLECTOR OF MALAPPURAM DISTRICT, WHO WAS BOLDLY TAKE FIRM ACTIONS AGAINST THE SOIL MAFIAS AND OTHER MAFIAS, THERE WAS NO REASON OFR HIS TRANSFER. THE LEADING NEWS PAPERS REPORTED THE INCIDENT WAS OCCUR BY THE INTERFIARENCE OF THE REVENUE MINISTOR OF KERALA WHO WAS PART OF COMMUNIST MAFIA. THE GOVERNMENT IS SAYING THAT IN DEMOCRASY THERE IS NO PROTECTION FOR THE EMPLOYEES WHO IS COMMITED THE PEOPLE AND NATION. THAT MEANS DEMOCRAZY STAND S FOR TO PORTECT THE RIGHTS OF THE SO CALLED LEADERS BUEROCRATS. EACH AN D EVER PATRIOTIC INDIANS MUST BE VERY WELL AWARE OF THE POLITICAL -BUEROCRAT MAFIA AND WANT FIRMLY MAKE A SHEILD AGAINST THE PROTECTION OF RTI. IN KERALA THE STATE INFORMATION COMMISSION IS UNDER THE THIS GANG AND THE EMPLYEES ITWLF IN SIDE THE COMMISSION WEAKNING THE RTI WITH OU PROPER FOLLOWUP OF THE APPEALS AN DCOMPLAINTS. The Government Officers (PIO'S) responsible to give the information always try to give the information which is misleading or camouflaged so that the applicant is made to go in appeal etc. which defeats the very purpose of it.Going in second appeal with CIC or SCIC will further enhance the cost of information.Some more stricter action is required against the Officials who use these tactics.

when ever u have received a misleading, incorrect or false reply from a pio of any public concern under rti act with in 30days, u can send a appleal to the related office appellette authority with in 45days and if it failed you can approach the state information commisson for the redressel.

I agree. The CIC / SCIC should fine the PIOs giving wrong / incorrect replies / delay unnecessrily. If the CIC /SCIC start fining the PIOs the backlock will not be there and the appeals to CIC /SCIC will reduce. Dr.R.K.D.Goel
we at BSNL asked several ques thru RTI what we get were wrong, manipulated and misleading info as stated below by vinit. in addition a harassment by whole of management. shall someone give me mail id of shailesh gandhi, anna hajare or medha patker who fought for RTI.

There is similiarity in my case. But fortunately I am not harrassed. I had filed atleast 6 appeal with Central Information commission that slated for hearing on 25th October, 5th November this year. We make so many claims to promot honesty & dedication among the government employees but these very officers margnalise the sincere and honest employees by giving promotion to junior ones or manipulating the rules to promote their own men. If organisation is giving you wrong /irrelevant replies , please approach first appellate authority designated in your orgnisation. If first appellate authority also makes attempt to shield you cpio- which normally do- as all the officers protect the members of their tribe- you approach 2nd appellate authority which is Central Information Commission,'B'Wing,August Kranti Bhavan,2nd Floor, Bhikaji Cama Place, New Delhi-110 066. RTI just a Rule on paper will not serve. If this Co. Vinit Chodary mentioned says his application was wrong, it should be made mandatory for the officer to also say why its wrong & also guide what exactly to be done AND WITHIN 7/15 DAYS. Otherwise, in Indian Govt offices, one can say its wrong because there was no Comma or Full stop or the paragraph was not started after 5 spaces, if it started after 7 spaces or it was not in A4 size paper or 65 gsm paper or that it was stapled instead tying with a thread and any no of such things. MOST IMPORTANT GOVT SHOULD INCORPORATE IN RTI IS NOT JUST RESPONSE IN 15/30 DAYS. THEY MUST ALSO INCORPORATE THAT NOT JUST THE AMOUNT IS DEDUCTED FROM THE OFFICER FOR NOT REPLYING BUT HE SHOULD LOSE ONE INCREMENT FOR EVER. THE OFFICER RESPONSIBLE, IF THERE WAS A MISTAKE DONE, SHOULD BE TERMINATED OR AT LEAST DEPROMOTED TO ONE LEVEL BELOW, SENIORITY LOST FOR EVER & HE MUST BE MADE TO COMPENSATE THE COMPLAINANT FOR FULL LOSSES ALONGWITH INTEREST, WITHOUT ANY CHANCE FOR THE OFFICER TO GO TO ANY COURT. RTI MUST BE AMENDED IN SUCH A WAY THAT ALL THE GOVT EMPLOYEES WHO HAVE BEEN ENJOYING HONEYMOON AT THE COST OF TAX PAYER, SHOULD SHUDDER TO THE EXTENT THAT HE SHOULD FREIGHTEN TO THE EXTENT OF POSTPONING EVEN MARRIAGE, HONEYMOON ETC.

I dont suggest such rigourous steps so that people start misusing RTI. But it should be made realistic and officers should be genuinely responsive and accountable for the issues concerned.

I am constrained to disagree with learned Shri Vinit Choudhary' reply.With my more than 34 years service in govt. department, I am quite aware these 90% corrupt/inefficient official would not mend their modus operindi unless strict measures are not incorporated to deter them from induldging in malpractice
I have filed an RTI application against wrond Tendiring procedures by a Public Ltd Co.! response I got thru my RTI application was wrong, manipulated and misleading. But I cannt go further on it as the company is well shilded. Taking legal route is difficult as co is Assam based and whole process is expensive. is there any RTI board like consumer board which can check the whole process!!!
