I think he has gone mad by saying "...but these surplus states have been reluctant to spare the natural resources to their sister-state..".
I come from the very district where KRS dam is located and he should know the fact that from past 8 weeks no water is given for irrigation purpose and thousand of acres of Sugarcane/paddy is drying up....whom should we ask/blame.
