Yes Congress can dismiss all the non Congress Government including Gujarat with the new President. Opposition cannot form Govt. in Goa as president will not allow it seems

LOL ... The president has no say in the state govt. The governor can accept or reject a claim by a party to form the government, but not the president.
Too bad you weren't paying attention to those civics lessons in middle school.

saying something? what something? the central govt. can only impose presidents rule and order fresh elections.
BJP should have recalled Modi during Gujarat's uncontrolled comunal riots, but they failed to fulfill a constitutional responsibility.

Dear Friend, you should know which party is responsible for all the problems India is facing now. The J&K, Punjab problem, LTTE, Sikh riots, Shahbanu case, Emergency, Ayodhya...and what not? Congress & The Gandhi family have been a bloody curse for India. And toppling the opposition is a way of life for them. Just a few year's back they had done this in Bihar & Jharkhand. It takes a second for them to do it and with a new toy president like this it is a child's job for congress to do this.

what's wrong with speaker voting against the govt.? I mean a speaker is a member of the house and has a vote. Usually the spreaker refrains from voting unless there is a tie.

Even in US there is no rule that prevents a third party candidate to contest elections - Ralph Nader, Ross Perot, for example.
