Applied democracy ??? The Heads of POK are appointed by the Pak admin.. not elected. Foreign affairs and defence and other important matters are with Pak only.. Besides, Pak is also busy changing the demography of the region, so that even if there is a plebiscite, it wud be in the favour of Pak.
