Yes, and half of Kashmir is already cut off from India in 1947 due to that fool Nehru who took the case to UNO unnecessarily and did not let Vallabh bhai Patel deal with the matter firmly.
considering the sensitive nature of kashmir, it is better for gov to think of tunneling the entire stretch where there is large snowfall experienced. But how far this would be feasible considering the fact that its fully rocky structures to cut thru ,... but stratagically considering some thing should be thought over on these lines.
