Musharraf as usual is not lying! Paks nukes are in right hands-But no guarantee that these right hands will not turn wrong. When do they fall into terrorists hands? When Pak as a state collapses that means Paks army loses control on its nation and goes down.
Before such a situation is about arise, it would be naive to believe that Paks army will go down tamely and lose its existence. Paks army will say -if we have to go down, we will not go down alone, we will take some along with us! i.e Israel, India and or some in the Western world. They use the Nukes as a blackmail to use them against Israel, India. What does the western world does then? They ask India to back off, ask Afghanistan and Iran to use its influence in containing the extremists in Pak.
That is why Musharaff calls Paks Nukes not just as bombs but as STRATEGIC ASSETS!
