We are all Indians. Central Govt allocates funds to States based on many criteria. In this way, Maharashtra gets its share. In addition to this fund from Centre, the State Govt has more responsibility towards the state whose capital is Mumbai, and within Mumbai your BMC has also its own responsibility of taking care of the needs of a big town like Mumbai. Therefore it is a collective efforts of all thos involved. The citizens have also their responsibility of paying taxes promptly, and also maintaining properly the facilities that are in place already. Talking like a well behaved citizen (dont call yourself a Mumbaikar, or Delhiwala, but an INdian citizen) is also one of our responsibilities!
