Expensive Cauvery row - crores wates on attorney fees

Instead of costly litigation, there should be a federal agency specifically dedicated to dealing with all riparian issues. This way, it's only the department secretaries of the respective states who will be attending the meets to trash out the issues, not highly-paid 'attorneys' fighting it out in the courts.
