Its not about telling right. Its about giving full information with total transperancy to the highest body of Indian democracy. Is that not govt's responsibility? Definitely the matter of N-test must have surfaced during framing the deal and USA might have informed their intentions to govt of India, then why govt of India is not informing about intentions of USA on the deal? Whats there to hide? Why dont govt publish the data that in what amount of time India shall get power and in how much quantity at what price? Technicalities of deal should be prepared by experts but put before the house in its totality.

My intuition also says the same....
Till the morning of the day Sonia Met Mr. Kalaam, it was 100% that Sonia would be the PM. But only after meeting President, she announced that Dr. Manmohan Singh would be the PM.
This is the real reason why Congress never wanted Mr. Kalaam to continue as President even though he was a Muslim.
