Vajpayee was not a rubber stamp. He was one of the efficient administrator. Lot of presidents were there in India like Devagowda, Chandrasekhar, ikgujaral. Also, presidents like Indira Gandhi, Vajpayee, ManMohan Singh, Nehru etc.
