First of all I would classify these steps as cosmetic, and will not serve the real purpose for which these have been created. As long as the terrorists are funded and supported by the State (ISI), there is no point in asking for advance information, etc. They might give it, yet you may find bomb blasts,etc.
These things will continue to be like this, till such time Pakistan realize that it should behave with good intentions with its neighbour India, stops totally export of terrorism related activities to India. Till such time I dont find any meaningful purpose in having these train/bus facilities at all between these countries.
It says better late then never, Its good the the steps are taken to prevent these kinds of cruel attacks on the passengers. May both the countries unite each other like Germany and there should be no LOC in between both the countries
