First the law needs to be modified so that the drunk drivers can be arrested on an unbalilable warrant. All these people are inevitably rich who buy out the law based on its loopholes. save the justice punish them with the stringent laws possible.
First of all the issue of identifying the drunken drivers. This can be done easily, with setting up of check post or conducting surprise check at 1km on either side of any bar. Drunken driving can be easily identified.
Punishment of drunken driving - When it is obvious that driving after consuming alcoholic drinks is not permitted, anybody caught, should be ruthlessly, punished to the extent of cancelling the driving licence and secondly, making a note in the RC of the vehicle in which they were driving. On second time the same vehicle being caught, the registration of the vehicle should be cancelled. This should be treated more seriously as value of life is much greater then the cost of the vehicles or the contribution of these anti social elements who drive after consuming alcoholic drinks.
The driving license of the driver who is drunk should be impounded and a hefty penalty of Rs.50000+ imposed. Nothing short of that will stop this menace.
A solution is to order drunken drivers to attend as nurses or soem such for victims of drunken driving or to impose that they serve the families of people who have died due to such incidents... Community service and exposure to genuine spiritual and psychiatric help is better for society. I do not think that "policing" has made society any better. Most crimes are due to the punishment and fear.
A humorous solution: make the drunk driver drink in his lock up cell- give him/her unlimited booze and no water/or little water and let them get sick of it...let them drink everyday in a lonely cell...

Not only punishing we need to prevent it like exactly how it happens in US. If somebody is caught with drinking and driving their licence needs to be suspended for atleast 3 years .This should be taken care so that no one will be ready to drink and drive and it can result no accident happends.
ofcourse who they know they can even drive without licence. If a punishment/law exists It should be made sure people follow it .For the people to follow it officers need to take care. For the officers to take care atleast they should have this social responsibility and not corrupt..Its just the system need to be changed.
Government should set up special task force for checking drunked drivers. If they are caught then grab their license and huge fine so that he will never do it again.
The driving licences should be revoked and they should be made to do community service for atleast a year to understand the hardships the people who live on pavements undergo.
1. Their driving licenses should be cancelled for life.
2. Ensure they do not get to make the driver's License anywhere in India.
3. Every time anyone breaks law by drinking and diving, it should receive high publicity and media should ensure greater support in bringing evils of drink n drive.
