If 'Global Warming' were to be believed, then it will only get worse as contingency planning', 'long-term planning' etc., are totally alien to Indians - everything is done ad hoc, half-arsed and wishy-washy, just so that useless, do-nothing, arrogant netas and babus can say something was or is being done. That's why nothing works - the corrupt netas and babus, who are not accountable to anyone, are too busy filling their own pockets with govt largesse to care about the masses. It's also why people in this poverty-stricken land turn violent so often and take matters into their own hands - govt's non-responsiveness, perverse indifferent and criminal neglect.
