As if the US does its business totally legally! And who has given the US authority to set the rights and wrongs and the boundaries for legality, anyway? The US is the biggest known arms proliferator (both nuclear and conventional) in the world and they have NO SHAME! In a recent poll here in UK, answering a question "Without the US we all would be - " the biggest response was "Safe"!!
Now coming to one of the main allegations in this report, namely the Indian Government sells tenders to companies and is in turn unaware of from where and how these companies procured the parts, I would like to ask a counter question - Does the US government know or care for, how its compatriot US contractors do business?
The other part that accuses Indian Government to have received "things" from the Khan network too, well: dig better next time Mr. Albright. I'm sure you'll soon find that the Khan network in it's turn must have received these "things" from Israel or Korea where, your colleagues would have illegally proliferated these technologies in the first place. It's a small world, you see! You might even find out that the Khan network had received these things direct from the US!

Well....wasnt it the US who trained the Talibans to fight the Soviets, provide support to the Saudis which led to building up of AlQaida. And wasnt it them who provided Iraq with military equipments during the late 70s/early 80s war? If they can get away with that, the incidents mentioned here are too minor to brand India as a non-model nuclear state!
