I can't say the author is wrong but in India atelast it is the authorities who need to be sensitised. The people here have always risen as one is helping people affected by disasters. It was most obvious when Mumbai got flooded and shortly after the US was hit by a hurricane. How fast and how well the people, and I mean the janta-in India responded is now history!
I hav heard that nobody can predict Earth quake is it so? what precations one should take when such kinds of situatins take place espacilly in kashmiri context.
