Why is it necessary to have a constitutional amendment to enable state to dismiss a worker, when a administrative statutory authority such as a Civil Service Authority would have sufficed? Back to the main subject, in addition to dismissal, is this person now in jail, pending trial and hopefully looking at a very long prison sentence?
