Now I fill stop crying over this issue. What the article heading suggest, I feel trhe proper answer to that will be after the ship has sunk everyone knows how it could have been saved.
I want to ask the author, if he would have been there at the decision takers place had he expected this size of rain fall. If the authorities would have done all this what you have suggested and if the rains would not have happened then you would have had your views that the govt. is spending unnessessory.
Ordinary people have a habit of talking only either this side or that side.
In my openion no govt would have done any thing in such a situation. I think criticising is the easiest thing one can do.
It is really strange.. now people are asking authjorities should have done this..that.. and all... But when they start doing something towards it, we see all the human right activists, vote bank politicians, and ofcourse intellectuals sabotaging it in the name of fundamental rights, alternate arrangements etc..etc..etc..
