I think, we should be liberal about the soldiers to allow them to bring or meet their wife even at their safer camps for many good reasons. The exact mechanism whow it should work while maintaining safety, duty, responsibility could be decided if we start thinking with a positive attitude with a broader threat such as AIDS and other basic things. Govt should bear the cost partially.
I am not comparing with British or USA army because they have more resources to provide but they atleast do something more for their soldiers needs.

governments in india have always been 0% proactive and 100$ reactive that too after a problem agravates to a crisis proportion due to monumental anaction, attention diversion, blame game et al. Aids is just one example. There are any number of other examples like population explosion, govt land grabbing by MLAs/MPs using widest variety of tactics and involving utmost corrupt govt employees at all levels, deforestation, pollution......
