Dear Shri Sadhu, Please keep giving your ideas on how to make Naya Raipur a beautiful and sustainable city. P.Joy Oommen,Chairman NRDA,Raipur.pjoyoommen@gmail.com
I hope this new planned city is really well planned and helps Chhattisgarh to change the face of the State, which is generally considered to be in list of most backward state.
The plan for SEZ,Sports complex, Warehouse hubs, parks , education hubs etc etc should not be changed even if they are facing difficulties in setting up in initial years. Its a huge task and may take 5-10 years to achieve the goal. Just dont loose patience and start selling cheaply to builders.
One of the key to have a world class city to have excellent infrastructure like good roads, power, regular water supply, low pollution, expandability, etc etc . I hope NRDA understands it well and able to take states well socio-economic condition.
Few more things to ponder
Though i believe it is a good move to start a capital in a new place but i have few apprehension
1.The place is hardly 20 kms aways. I am sure these 20 km patch is occupied in a chaotic way immediately after announcement of the master plan few years ago.
I suppose a distance of about 35-50 km , along the national highway, would have insulated it better. With a express way connectivity it can be covered in 20-30 mins only.
This would insulate existing Raipur from all political dramas and would provide new capital an economic growth from scratch.
2.Just six km from airport. This has two implications. a. What this means that city cannot have tall buildings. b. Airport expansion is almost impossible. For a new city , i would think for them to plan for international airport at least in design.
3.Name of the capital simply does not make sense. Could have been more innovative and closer to Chatissgarh culture. The name doesnt change in near future as its happening to other cities.
4.Pollution. Raipur is one of the most dirtiest and polluted city of the country. Making new city insulated may not be easy. The new city should come with excellent roads, good public transport (to discourage people to drive their own vehicles), wide road , no new polluting industry to be allowed in 25-50 kms from the capital.
5.Big plans fails. From the article its seems to be very ambitious plan. I think, stick to basics and move slowly and steady, is the key.
6.Next elections is nearing- This government term is already beyond mid way. Hope by the time the project kicks off, the new government , if not the same, moves the capital to a new place.
7.Copying from Putrajaya : Putrajaya itself is not a successful project. Mr. Oommen dont get mesmerized by the building and roads alone. Try to understand on its failure also.

Dear Shri Dewangan, Thank you for the concern and all the suggestions. We have taken care of airport expansion especially runway extention. We are providing for dedicated bus lanes and a bus based mass rapid transport system from the very beginning. There is no conscious copying from any other city's plans. The way Putrajaya authorities used alarge water body to enhance the beauty of the city is no doubt inspiring. Please have a look at my posting at this site on some of the other issues.Keep writing to us at pjoyoommen@gmail.com
The CM should be congratulated for taking the bold decision of making a new capital. No doubt, this is a Herculean task and a thankless job. People will talk adversely irrespective if whether one does a good one or not. He should not be cowed down by these remarks or political adversities, which, I am sure, he will face. We will only pray that she should continue as CM at least till after the inauguration of the new assembly. He should not face a similar situation as the great K Hanumanthayya of the then Mysore state faced after completed the great Vidhana Soudha, arguably the best governmental construction in terms of planning, architecture, quality and cost. Poor man could not sit there as CM even for one day.
There are a few words of apprehension though. Let the authorities remember that proximity to the airport is one of the great disadvantages unless planned properly as not to hinder the general traffic. If the secretariat is located at least 10-15 km away and a dedicated eight to ten lane highway is made, it would be better. Similarly, the secretariat should be centrally located preferably within a circle of one km diameter and surrounded on one half by all the important government departments around the circle, each building connecting the main secretariat through an underground passage. The other half should contain the Main bus stand and the Main railway station. These, I mean the rly stn, bus stand and the departments should be enclosed within a circle. The next circle should be dedicated to the main shopping complex on one half housing the departments and the IT companies on the other half. The next should house all the important government staff quarters. Beyond this, they may make sectors, each having a shopping complex of its own alongwith privately owned houses. They may make several such sectors up to what is considered necessary. The entire first circle housing the secretariat should be enclosed with a high walled protection, with four main gates, one on each side. The roads separating each circle should be at least of eight lanes width.
This pattern will ensure that the secretariat and the main offices/rly stn/bus stand/companies and so on are centrally located, staff quarters are located within 2 km and each sector is self sufficient.
I am sure there are many who can come up with better ideas. The government should consult the top planners of this country and abroad before finalising the plan and executing it.

"NAYA RAIPUR" IS NOT A PROPER NAME FOR CAPITAL CITY. IT SHOULD BE ANYTHING WHICH ADDS VALUE TO CHHATTISGARH CULTURE OR "RAIPUR" ONLY. OTHERWISE EXISTING RAIPUR WILL LOST ITS IDENTITY.

Dear Shri Anand, We have planned an interesting capital complex where in a circle whibch would house the secretariat, the heads of departments complex and the vidhan sabha. We hve a transport plan as well as housing plan ready and they seem to have taken care of some of your concerns.Keep writing to pjoyoommen@gmail.com
The Naya Raipur plan is a good move for new born state. It should continue in other newly born state for upliftment of the state infrasturure,Industrialization IT Hub,Educational Institution and all the modern facilities. This will improve the Economical condition of the state and improve the life standard of the people of the area. Secondly centre should help and plan such type of city in all the not so improve state of India because this type of modern city will be a boon for the state concern and people migration for job to Metro will be content to some extent.Only making Mumbai to Shanghai is not the demand of the hour.Because people of the those metros have much infrastructure rest they can do with there own resources. This way India can over come the disparity among the states of India. Lastly no politics plese.

We do intent to make Naya Raipur a magnet for investments in to Chhattisgarh especially in the new economy sectors. It should give back much more to the state than the state gives to it.
