The main difference is that Walmart pays its employees through bank whereas government does not know how much Indian grocery stores are paying their employees.

Government is not aware how much Indian grocery stores are paying to their employees. Govt also dont know how much IT or Sales tax these grocery owners paying to govt. There are a very hug such trades who are not paying single penny as IT to the govt whearease salaried ppl like us have to pay (no where to hide)...
