I believe someone should bring PIL for accountability. Why have a Pay commission and where are all that 2 percent educational surcharge is going. Inspite of being a traditional and ardent congress supporter I must say they are making a mess. Higher taxes (why are agricultural elite not being charged any)look a Maharashtra - case rested. Being pro or anti reformist is not an issue. The issue is proper utilisation of resources without which even 80% tax is ineffective.
