Often in my encounters, meetings and stays with the differently-abled, like the visually challenged, leprosy combatants and such other guys who defy natural and man-made restrictions, I often come to the conclusion that if opportunities are given to such citizens of any country, they can achieve as much as any other so called able bodied person. Give them opportunities and never make them victims of charity.

Maybe the NRI IITians provided this opportunity to the disabled because this is how affirmative action is practiced in the USA. In the USA, employers and universities choose out of their free will to bring diversity in the workplace, while providing opportunities for the disabled and underprivileged. It ensures a richer educational or work experience, even if it means sometimes not hiring the most meritorious candidate. If you legislate such representation using govt-enforced quotas, there's bound to hurt autonomy and cause backlash. But firms and universities must be willing and able to bring diversity and equal opportunity to those who need it.
