Alas ! the answer could be very positive.

However, in an environment where the thief and the prostitute (the dirty politician and the civil servant, respectively) prevail, and most of the top scientists are chased away to the land of the Neanderthaal, the answer could only be positive if these viruses can be totally eliminated.

As long as we are foolish to let our gems be exported overseas, we can neither become an economic power, nor a scientific power, nor a military power.

Spiritual power ???

Perhaps yes.

It just cannot be exported.

Can India become a scientific power?

India cannot become a scientific power until University education at the Undergraduate and Graduate Level undergoes a radical transformation. The rush towards acquring an engineering education has contributed to the sorry state of affairs in Indian Science.

In the long article only the last sentence reflects the truth. Unless parameters to measure the efficacy/ success are develpoed, all investments will be like like those in human resources for increasing secularism or social justice. The ratios of investment in defence R & D to total import bill for defence; in atomic energy to MWe generated, or contribution of Indian R & D to India's export would be good indicators. But we would like to beat around the bush until overtaken by events.
