Indian Science Report has no value for the govt

NDA proposed NIS at Allahabad, Bhubaneswar, Pune and Chennai when there was no report like eIndian Science Reportf which analysed gState-wise regional imbalance of national educational institute in Indiah. So the question why Allahabad and Pune were considered did not matter at point of time.
However, after reading and admiring that gState-wise regional imbalance of national educational institute in Indiah from eIndian Science Reportf prepared by INSA; Why did UPA government announce Indian Institute of Science for Education and Research (IISER) at Pune and Kolkata in the same day without considering the eIndian Science Reportf even though the prime minister read the report before releasing the report and announcing IISER at Pune and Kolkata?
The nation could wait two more years after initial proposal of eNational Institute of Sciencef to announce modified version of it as IISER. If the institutes were already proposed, then the primeminister and the government could wait little more time, at most it could take two more months to finalize the location after considering state wise regional imbalance. Govt learnt nothing from the Indian Science Report except putting it in dustbin.

Graduates in India 48.7 million

Are there no national accreditation bodies in India?? If not, how then is someone to know whether the education and degree they recieve from an institution meets some minimum standard? Also, I'm always sceptical of numbers quoted by Indians - they have this amoral indifference to accuracy. About three years ago, we were told that there were about 300mn middleclass folks in India, and everyone went gaga, but it seems that number was way out of whack - more like 20 million. One never know what to believe.
