Mr Prasanna will you also fill out an example IPO form whihc is correctly filled. Eg cut off
etc. as am sure quite a few of the forms that get rejected the money gets sent back without the applicant even knowing why he lost out.

A very very elementary level article. Those who decide to invest in an IPO, know atleast the minimums. Rediff could have dwelt on as to how a particular price band is decided upon by the company. What if higher price band is fixed ? Whay some companies like PSUs deliberately fix lower price band ?
