Yes the article is no doubt good but the things are not always in the favour of consultants !!
I am a management consultant but some time some where and some how few clients are ignoring consultants to give up ego !! Clients has to change their minds too !!!

Most top clients (even US & UK and world wide) are not as holy as we think. They waste our time trying to get the design and prototypes and do the same with several companies and after getting all the info, they use it and get it done inhouse by themselves. I have gone thru several such situations. They waste our time and money and should be labelled as cheats. I agree that one should be prompt in responding etc but be aware that there are several clients and technical heads working who just post a requirement and use the responces/info for selfish gains.

Your observations are apt The proposer should confine himself to the project in question if responding to an ad.If the offer is a cold call he should make it as brief as possible but the text should have substance enough to respond to or pass it to someone in his office to see if it is worthwhile to react.
