After dismal performance of indian team in world cup it was a good idea to start ICL. It will give young talent to bloom in our country where people with merrit and without any recommendation cannot get into team Indian.
This will be good for indian cricket, BCCI is jelous of ICL because it will loose money and will have to accomodate players who perfrom excellent in ICL matches.
Though ICL may have been created for commercial gains, However it will give our young players a chance to show their talent and give India the best players in future.

You said the right thing dude..........who are these BCCI to ban players.every person has right to play for India.when he is citizen of India.
